Introduction 


For the fifth consecutive decade, Afghanistan has been entangled in bloody invasions, human tragedies, and internal and external conspiracies. As a result, millions of Afghans have been martyred, disabled, and forced to migrate, and our material and spiritual assets have been destroyed. Despite the fact that honorable Afghans have not refrained from any sacrifice and dedication during all this time to protect their faith, freedom, and national honor, we still have not been able to achieve freedom, lasting peace, stability, and a prosperous and comfortable life.
The main reason that our national aspirations have not been realized and our national interests have not been met, despite relentless sacrifices, is the absence of a powerful political force, a national strategy, and a strategic struggle.
Mili Mehwar strives to create a committed national and political force through the awakening and unity of the nation. Based on a comprehensive national strategy and firm resolve, it aims to permanently end the ongoing tragedy of Afghanistan and fulfill our historical aspirations for a free, peaceful, prosperous, and proud Afghanistan.
Our Vision: A united, independent, democratic, stable, proud, developed, prosperous, and civilized Afghanistan.
Our Mission: To awaken, enlighten, raise awareness, and unify the people and to create a broad national, political, and social movement that protects our national interests and leads us to our national aspirations.

  • Good and extensive global relations, active diplomacy, and a capable defense force.

Chapter 1: General Provisions

Article 1: Mili Mehwar is a broad popular, political, and social movement, and its official name is the Mili Mehwar, but for brevity, it is also referred to as the "Mili Mehwar" or "Axis."

Article 2: Mili Mehwar fights with the help of all Afghans and for all Afghans without any difference or privilege. The will of Allah, serving the people, upholding Islamic and national values, and strengthening national unity are among the fundamental principles of the Mili Mehwar's struggle.

Article 3: The independence, honor, peace, prosperity, progress, and historical territorial integrity of Afghanistan are the great goals of the Mili Mehwar, and the Mili Mehwar strives to achieve its goals through peaceful struggle, awakening, reform, and scholarly endeavors.

Article 4: The blessed verse of the Holy Quran, "Indeed, Allah will not change the condition of a people until they change what is in themselves," is our guiding light. In the light of this blessed verse, "reform, change, improvement" is the basic slogan of the Mili Mehwar. Additionally, the Mili Mehwar has a specific emblem and flag, which all represent the high goals and values of the Mili Mehwar.

Article 5: During its activities, the Mili Mehwar respects and abides by the constitution and other laws of the country. Any reforms that the Mili Mehwar deems necessary in the country's constitution will be sought only through legal means.

Article 6: The Mili Mehwar's method of struggle is peaceful. It has tolerance and forbearance towards other ideologies, viewpoints, and parties, and it strives to cooperate and coordinate with movements that share common values and aspirations.

Article 7: From our perspective, human life, dignity, and rights are above all political ideologies, and we emphasize that they should not be harmed for any excuse or slogan.

Article 8: The constitution of the Mili Mehwar is drafted based on the principles of democracy, and members of the Mili Mehwar are bound by these principles in all their activities and decisions. The important positions of the Mili Mehwar are all elective, and each elected official has specific responsibilities in addition to their powers.

Article 9: The headquarters of the Mili Mehwar is in the city of Kabul, and it activates its branches and offices in other provinces, cities, districts, villages, and foreign countries.

Article 10: The Mili Mehwar strives to strengthen the spirit of struggle, dedication, and sacrifice among its compatriots and members to achieve its high goals and fights against the existing and potential dangers that threaten our nation and country.

Chapter 2: Membership

Article 11: The conditions for membership in the Mili Mehwar are as follows: A. The member must be an Afghan. B. The member must not be legally prohibited from political activity. C. The person's age must not be less than 16 years. D. The membership candidate must submit a written application and acknowledge their belief in the goals of the Mili Mehwar and their commitment to the principles and internal regulations of the Mili Mehwar. E. The member is obligated to accept the decisions and recommendations of the Mili Mehwar and carry out assigned duties. F. A member cannot simultaneously hold membership in another political party. G. Upon acceptance of membership, the member is obligated to pay their monthly membership fee or may pay several months' or more fees at once. H. The membership application is made on a form provided by the Mili Mehwar and is submitted in writing to the official/deputy of the Mili Mehwar at the place of residence/work, and one of the Mili Mehwar members recommends the new member in writing. I. After the membership application is submitted to the Mili Mehwar officials at the place of residence/work, the application form is sent to the relevant committee. The committee's decision regarding membership is handed over to the applicant in writing and, upon acceptance, all the rights and responsibilities of a member apply. If a candidate's application is not accepted, they have the right to submit their application to the provincial office of the Mili Mehwar and request membership; the final decision is the responsibility of the party leadership. If the application is not accepted, the candidate can re-apply after one year. J. If a Mili Mehwar member is elected to the Executive Council, the said person's membership in their village/district/city remains, and they can continue their party activities there. However, while being a member of the Executive Council, they cannot hold positions such as committee chair, deputy, or other responsibilities in their village/district/city. K. Local Mili Mehwar offices are obligated to regularly inform the central office about new members.

Article 12: Duties and Obligations of Mili Mehwar Members:

  • Respect all Islamic and national values.
  • Preserve the secrets of the Mili Mehwar.
  • Respect ethnic, religious, and linguistic diversity and prevent the destruction of national unity.
  • Uphold the principle of equality among Mili Mehwar members.
  • Participate in the activities of the Mili Mehwar.
  • Carry out all directives of the Mili Mehwar and pay membership fees.
  • Adhere to and respect the religious values of the nation.
  • Stay away from all forms of corruption and fight against it.
  • Participate in social activities and play an active and leading role in them.
  • Acquire knowledge and develop professional and academic skills.
  • Fight against all forms of discrimination, injustice, deprivation, corruption, and violence.
  • Fight for the territorial integrity, independence, rule of law, and national sovereignty of the country.
  • Fight for democracy, freedom of expression, social justice, and human rights.
  • Fight for social progress and self-sufficiency.
  • Prioritize national interests, public interests, and the interests of the Mili Mehwar.

Article 13: Rights of Mili Mehwar Members:

  • Having equal share and responsibility in the affairs of the Mili Mehwar.
  • The equal right to vote and be a candidate, in accordance with the Mili Mehwar constitution.
  • The equal right to criticize and propose.
  • The right to defense against accusations.
  • The right to be rewarded and advance within the Mili Mehwar.

Article 14: Membership is terminated in one of the following cases:

  • Death.
  • Resignation.
  • Membership in other parties.
  • Failure to pay membership fees for six consecutive months. In this case, membership is terminated after the member has been informed in writing two weeks prior. However, if the member pays their fees, their membership is preserved.
  • Expulsion: The decision to expel a member is the authority of the Executive Council, but the proposal and request must be submitted in a documented form by the head of the local Mili Mehwar branch. Before making a decision, the member must be investigated in writing. The following reasons can lead to expulsion:
    • Representing the party arbitrarily.
    • Revealing party secrets.
    • Negative propaganda and undermining the party.
    • Rebelling against party principles and decisions.
    • Disrupting party meetings and activities.
    • Engaging in factionalism within the party.
    • If a Mili Mehwar member is accused of corruption, crime, felony, or national treason based on credible evidence, their membership is suspended, and if the accusation is proven, their membership is revoked for life.

Article 15: The authority to revoke membership rests with the Executive Council, which makes a decision based on the report of the Oversight Committee. The Executive Council's decision is finalized with a two-thirds majority vote, and the reasons for the membership revocation are provided to the member in writing. The member can appeal the decision to revoke membership.

Chapter 3: Organizational Structure

Article 16: The structure of the Mili Mehwar is as follows: A. Mili Mehwar Congress B. Central Council C. Guidance Council D. Executive Council E. Consultative Council F. Mili Mehwar Parliamentary Group G. President of the Mili Mehwar H. Vice Presidents of the Mili Mehwar I. Spokesperson of the Mili Mehwar J. Central Committees of the Mili Mehwar (Women, Youth and Students, Professionals and Workers, Tribal Elders, Religious Scholars, Private Entrepreneurs, and Economic Affairs Committee...) K. Regional Branches of the Mili Mehwar (Provincial Council, District/Neighborhood Council, Village Council, Training Circle). The structure of foreign representations is determined by the President of the Mili Mehwar based on the proposal of the Executive Council. Other central branches can also be established in the same manner.

Mili Mehwar Congress: Article 17: The Mili Mehwar Congress consists of the following members: A. Founding members of the Mili Mehwar. B. Members of the Executive Council. C. Members of the Central Council. D. Members of the Guidance Council. E. Members of the Mili Mehwar Parliamentary Group. F. Elected members of provincial councils and foreign representations (their number in each province is determined in proportion to the number of members).

Article 18: The Mili Mehwar Congress is held once every three years in the first quarter of the year, and its exact date is specified by the Executive Council. The Deputy for Party Affairs of the Mili Mehwar sends the agenda of the Congress along with the invitation to the members of the Congress at least one month in advance.

Article 19: The following matters are within the authority of the ordinary Congress: A. Approving, amending, and revising the constitution, including the emblem and flag, strategy, policy, and programs of the Mili Mehwar. B. Evaluating the reports and activities of the Executive Council, Central Council, and Guidance Council. C. Evaluating and certifying the financial affairs of the previous term, certifying the report of the head of financial affairs, and exonerating the financial affairs committee of the previous term. If the ordinary Congress is not held, these responsibilities are transferred to the Executive Council. D. Evaluating approaches, performances, and work plans for the next term. E. Evaluating and approving the new ordinary budget. F. Evaluating, investigating, and deciding on proposals submitted by Mili Mehwar members to the Deputy for Party Affairs during the year. G. Determining and revising (amending) the amount of the monthly membership fee. H. Electing members of the Executive Council. I. Electing the President of the Mili Mehwar. J. In addition to these, matters mentioned in the constitution or proposed by the Executive Council to the President of the Mili Mehwar for presentation are brought to the Congress. In this case, the said proposal must have been included in the Congress agenda beforehand.

Article 20: The ordinary Congress is legal when a simple majority of its members are present. If the quorum is not met, the Congress is postponed, and another date is set within two weeks of that date. The second Congress is considered principled if one-third of the members of the Congress, including the President of the Mili Mehwar and a majority of the Executive Council members, are present.

Article 21: The decisions of the ordinary Congress, with the exception of the election of the President, require a simple majority. If the votes are equal, the decision of the side that includes the President of the Mili Mehwar is considered valid. However, the election of the President and members of the Executive Council are exempt from this rule, as the voting in those cases is completely secret.

Article 22: An extraordinary Congress session can be held upon the request of two-thirds of the members of the Central Council. A signed request must be submitted to the Deputy for Party Affairs for holding an extraordinary Congress, and the Executive Council specifies the date of the meeting. Stating the reasons and subject of holding the Congress is mandatory in the request, and the Executive Council must consider the importance of the matter. The President of the Mili Mehwar or two-thirds of the members of the Executive Council can call for an extraordinary Congress when a collective decision is needed regarding events and issues that endanger the structure of the Mili Mehwar.

Article 23: The powers of the extraordinary Congress are as follows: A. Making decisions on important and urgent matters mentioned in the request. B. Making decisions on the resignation of the President of the Mili Mehwar and the Executive Council. C. Dismissing the President of the Mili Mehwar, members of the Executive Council, or a majority of its members. D. Overruling the decisions of the President of the Mili Mehwar or the Executive Council. E. Other matters that this constitution considers to be within the authority of the extraordinary Congress.

Article 24: For the finalization of the decisions of the extraordinary Congress, a two-thirds majority of the votes of the members present is mandatory. In the extraordinary Congress, abstaining from voting is not correct, and an abstaining vote implies the person's opposition to the decision made.

Article 25: In ordinary and extraordinary congresses, if the matter concerns a member or members, the said members do not have the right to vote on that specific issue.

Article 26: In ordinary and extraordinary congresses, topics not included in the agenda and schedule beforehand will not be discussed. Also, a topic that was decided upon the previous year will not be discussed again. However, if new reasons for its discussion arise and the President of the Mili Mehwar or two-thirds of the members of the Executive Council or one hundred members of the Congress propose its discussion, in that case, a discussion can take place.

Article 27: In the absence of the President and Vice Presidents of the Mili Mehwar, the presidency of the Congress is assumed by the most senior member of the Executive Council.

Executive Council: Article 28: The Executive Council has eleven members who are elected by the Congress through secret ballots. At the same time, three people are elected as alternate/substitute members who have the right to attend meetings but do not have the right to vote. If one of the members leaves the council, the member with the most votes among these three alternate/substitute members replaces them and completes the remaining term. The age of the Executive Council members must not be less than 25 and not more than 70 years.

Article 29: After the creation of the Executive Council, elections are held among its members for the following positions through secret ballots: A. Deputy for Political Affairs B. Deputy for Party Affairs C. Deputy for Scientific and Educational Affairs D. Spokesperson E. Oversight Committee

Article 30: The duties of the Executive Council are as follows: A. Drafting and implementing the political approach in the light of the general approach of the Mili Mehwar. B. Evaluating and supervising the implementation of Congress decisions. C. Leading and supervising central branches and committees. D. Supervising the affairs of provincial and foreign branches of the Mili Mehwar. E. Creating regulations and work plans for financial and administrative affairs and other necessary regulations. F. Preparing the annual budget, which is then presented to the Congress for approval. G. Preparing the annual report of the Mili Mehwar, which is presented to the Congress. H. Certifying agreements and treaties signed by the Mili Mehwar. I. Making decisions regarding the formation of coalitions with other political parties and movements. J. Determining the monthly membership fee for later approval by the Congress. K. Preparing the work agenda for the Central Council, Guidance Council, and Congress. L. Appointing officials for the central office, but their selection is made after the decision of the President of the Mili Mehwar. M. Electing the Oversight Committee. N. The decision to revoke membership. O. Approving membership in the Central Council.

Article 31: The Executive Council holds a meeting at least once a week, and the quorum is met with the presence of a majority of the members. Decisions are made based on a simple majority of votes, and in case of a tie, the vote of the side that includes the President is considered valid.

Article 32: The Executive Council, and especially the President, Vice Presidents, and Spokesperson, manage the daily affairs of the Mili Mehwar and the central office.

Central Council: Article 33: The Central Council currently has fifty-five members. Based on specific conditions and criteria, two-thirds of its members are elected from the provinces and foreign representations of the Mili Mehwar, and one-third are appointed by the Executive Council. The number of Central Council members is chosen by the Executive Council based on need and merit, and this number can vary each year. New members can be elected to the Central Council each year, replace former members, or the number of Central Council members can be increased. Central Council members are not required to lose their membership and responsibilities in the regional branches; rather, it is better for them to continue their duties and responsibilities as before. If the head of the Mili Mehwar Parliamentary Group is not a member of the Central Council, they can obtain its membership.

Article 34: After its creation, the Central Council elects its chairman, deputy, and secretary from among its members through secret ballots. Holding meetings, presiding over meetings, reporting regularly to the Executive Council, maintaining regular contact with all members, collecting reports, and responding to their contacts and problems are among the important duties of the council's leadership.

Article 35: After the Executive Council, the Central Council is an important decision-making body that closely supervises the affairs of the regional structures of the Mili Mehwar, advises and recommends on the activities of the Mili Mehwar, cooperates in creating plans and strategies, and helps to regulate the communication between its relevant region and the Executive Council. A detailed regulation of the duties of the Central Council will be drafted later.

Article 36: The Central Council holds a meeting once a month, either in person or virtually, but can also hold an extraordinary meeting as needed. The agenda for the Central Council meeting is prepared in consultation with the Executive Council. Executive Council members can also participate in the meetings as observers. For the validity of meeting decisions, the presence of a simple majority of members is a condition. If this quorum is not met, the meeting is postponed to another date, and absent members are informed via phone, email, etc. In the next meeting, the number of members is not important, and its decisions are considered correct and principled. During voting, decisions are made based on a simple majority. If a matter is specific, the decision and voting are carried out according to the regulations. If the votes are not secret and are equal, the decision of the side that includes the chairman's vote is accepted, and if the vote is secret, the decision is void. If the members present at the meeting are less than one-third of the council, they do not have the right to make decisions.

Article 37: The Central Council can hold an extraordinary meeting with a proposal from the President of the Mili Mehwar, the Executive Council, or a quarter of the Central Council members. If one-third of the Central Council members are present at the said meeting, the meeting is principled, and decisions are made based on a simple majority of the members present, and if the votes are equal, the vote of the chairman of the council is decisive.

Article 38: If one of the Central Council members is absent without a written excuse for three consecutive meetings or six non-consecutive meetings in one year, the council announces the vacancy of the said member's position and elects another member from the relevant region to replace them.

Guidance Council: Article 39: The members of the Guidance Council are introduced by the Executive Council based on their good reputation, credibility, influence, effectiveness, and commitment, and are confirmed by the Central Council. The number of members of the Guidance Council is not limited, but is determined by the Executive Council based on need and capability. The age of the members of the Guidance Council must not be less than 25 years.

Article 40: After its creation, the Guidance Council also elects its chairman, deputy, and secretary from among its members using secret ballots. The duties of the council's leadership and the mechanism of the council's meetings are the same as those of the Central Council meetings, with the difference that the Guidance Council meets once every three months.

Article 41: The Guidance Council advises and recommends to the Executive Council and the Central Council of the Mili Mehwar, cooperates in regulating and supervising affairs, and its members can participate in some committees and commissions as members or as representatives of the Mili Mehwar leadership and represent the Mili Mehwar in meetings and seminars, and can also provide practical cooperation in the affairs of central branches based on need or interest.

Grand Assembly or Plenum: Article 42: The joint session of the Executive Council, Central Council, and Guidance Council is called the Grand Assembly or Plenum. The Plenum is held once a year, and its decisions have special importance after the Congress. The Executive Council can also call for an extraordinary Plenum when necessary. The Plenum's agenda is determined by the Executive Council in consultation with the Central Council and the Guidance Council. The Plenum is presided over by the President of the Mili Mehwar, and the role of its secretary is held by the Deputy for Party Affairs. The chairpersons of the Central Council and the Guidance Council serve as the deputies of the Plenum. The mechanism of the Plenum meetings is the same as that of the Congress. Important decisions other than the election of the President and the Executive Council and the amendment of the constitution can be made in the Plenum.

President of the Mili Mehwar: Article 43: The Mili Mehwar Congress elects the President of the Mili Mehwar with a two-thirds vote of the members present. The election for the position of President of the Mili Mehwar is secret among the candidates, and each candidate must have a recommendation/endorsement letter from the Executive Council. The Executive Council gives a recommendation/endorsement letter to the candidate based on certain conditions and criteria. If no candidate obtains two-thirds of the votes in the first stage, the election is held between the two candidates who have the most votes, and this time, victory is determined based on a simple majority of the members present.

Article 44: The term of election for the President of the Mili Mehwar is three years, and a member can run three times. The age of the candidate for the presidency of the Mili Mehwar must not be less than 35 and not more than 70 years.

Article 45: The President of the Mili Mehwar is the official representative of the party before the Supreme Court and all governmental and non-governmental bodies.

Article 46: The President of the Mili Mehwar is considered the number one official for all affairs and has the following duties: A. Presiding over the meetings of the Executive Council, Central Council, Guidance Council, Congress, and the Parliamentary Group. B. Signing agreements and treaties with other parties, where the Mili Mehwar is a party, and can also delegate a member of the Executive Council to represent them. C. Issuing party decisions based on the proposals of the Executive Council and the Guidance Council. D. Other relevant duties that are within the authority of the President of the Mili Mehwar in the constitution. E. The President of the Mili Mehwar can appoint one of the deputies or a member of the Executive Council as their representative in some matters. In addition, they can, at times, delegate a Mili Mehwar member to speak on their behalf.

Article 47: In case of the illness or absence of the President of the Mili Mehwar, the Deputy for Political Affairs carries out their duties.

Article 48: The President of the Mili Mehwar can be dismissed with a proposal from two-thirds of the Central Council members and as a result of a secret vote by the Congress, but two-thirds of the Congress members must accept this proposal; otherwise, the proposal is void from the beginning.

Article 49: For any reason that the position of President of the Mili Mehwar becomes vacant, the Deputy for Political Affairs serves as the interim head of the party until the next president is elected. From the date the Executive Council announces the vacancy of the presidency of the Mili Mehwar, an extraordinary Congress must be held within two months. The Deputy for Party Affairs of the Mili Mehwar sends invitations to the Congress members along with the agenda two weeks before the Congress.

Article 50: The regulations for the duties and responsibilities of the deputies and the spokesperson of the party are prepared by the Executive Council and approved by the Congress.

Oversight Committee: Article 51: An Oversight Committee is established to resolve membership issues and other internal disputes. This committee is chaired by the Deputy for Party Affairs and has six other members selected by the Executive Council.

Article 52: The Oversight Committee is obligated to supervise the relevant duties and activities of the members, review membership applications and complaints, and in addition, investigate conflicts and violations made by or complained about by party members. The committee has the authority to appoint one or more members to serve as an investigative body. If a member of the Oversight Committee is involved in the case, they cannot be part of the investigative body.

Consultative Council: Article 53: The Central Council can establish a Consultative Council based on a proposal from the President of the Mili Mehwar or the Executive Council, consisting of national, spiritual, social, intellectual, academic, and cultural figures.

Mili Mehwar Parliamentary Group: Article 54: The Mili Mehwar Parliamentary Group consists of party members in the Wolesi Jirga (House of the People) and Meshrano Jirga (House of Elders). The Parliamentary Group elects its chairperson, deputy, and secretary through secret ballots for its meetings, which must, of course, be approved by the Central Council.

Article 55: The party president and members of the Executive Council can participate in the meetings of the Parliamentary Group. However, if the party president is present at the meeting, they also take on the presidency of the meeting.

Article 56: The Parliamentary Group can organize its activities in the National Assembly in accordance with the party's policy and share its regulations of duties with the Executive Council.

Article 57: The chairperson of the Parliamentary Group supervises the activities of its members and informs the party president and the Executive Council about the decisions and positions of the Mili Mehwar group.

Article 58: The structures and regulations of duties for the central and regional branches and training circles are prepared in a separate document by the Executive Council and approved by the Congress.

Chapter 4: Financial Affairs of the Mili Mehwar

Article 59: The financial sources of the Mili Mehwar are as follows: A. Membership fees. B. Aid and donations from members, national traders, and investors; however, the donated amounts are not to be repaid to the donor under any circumstances. C. Profits obtained from non-commercial transactions of the Mili Mehwar. The Mili Mehwar does not have the right to use its budget for commercial transactions, but it can receive financial aid from non-party institutions related to the Mili Mehwar. D. Sales of party publications.

Article 60: The Mili Mehwar cannot spend its budget on anything other than party activities.

Article 61: Based on the proposal of the Deputy for Party Affairs, the Executive Council appoints a committee to supervise the party's financial affairs. This committee organizes its affairs according to technical standards and reports on the financial affairs and status to the Executive Council, the Congress, and the Grand Assembly (Plenum).

Article 62: All assets of the Mili Mehwar belong to the party, and no member of the Axis has any specific right to them.

Article 63: The assets of the Mili Mehwar are kept in one of Afghanistan's banks, but the selection of the bank is the authority of the Executive Council.

Article 64: The head of the financial committee can withdraw money from the bank, but the check must be signed by the president or deputy of the Mili Mehwar along with two members of the financial committee.

Article 65: The fiscal year of the Mili Mehwar begins on the first of Hamal (the first month of the Solar Hijri calendar) and ends on the 29th of Hoot (the twelfth month).

Chapter 5: Final Provisions

Article 66: The central office of the Mili Mehwar is in Kabul and can have local offices in other provinces and foreign countries.

Article 67: If the conditions for party activity become very difficult, the Grand Assembly/Plenum can, with a two-thirds vote, transfer the party's headquarters from Kabul or temporarily close it.
